Harry is a researcher in the policy team. Before joining the Fund in 2016, Harry worked for three years at Ipsos MORI’s Social Research Institute, focusing on health research, working with a range of health sector organisations, including NHS England and the Department of Health. At Ipsos MORI, Harry worked on the GP Patient Survey, and also had a special interest in speaking to the public about their health data and in emerging health technologies.
He holds a Masters in European language, culture and history from UCL.

Andy Kinnear is an experienced Chief Information Officer (CIO) in his 26th year with the NHS. He has a successful track record of delivering information & technology strategy and solutions and a wholehearted commitment to improving the health and care system.

Andy has 4 roles. Substantively he is the Director of Digital Transformation for South, Central and West CSU looking after the delivery of 200+ digital projects to NHS organisations across the South of England, He is also the Programme Director for Connecting Care, the Bristol, North Somerset and South Gloucestershire interoperability programme. Connecting Care is a partnership of 17 organisations in the West Country and has successfully created a single shared record combining data from GP Practices, Community Services, Local Authorities, Acute Hospitals and Out-of-Hours services. Connecting Care is recognised as one of the leading integrated digital care record (IDCR) programmes in the country.

In his 3rd role, Andy is also currently seconded 2 days per weekas Local Delivery Advisor for NHS Digital advising them on Health and Social Care Integration and is working closely with national Health and Care agencies on the development of the integration strategy. This roadmap will seek to outline the stages to deliver fully integrated care records, an ambition laid out in the Five Year Forward View and Personalised Health and Care 2020.

Finally, in April 2016 Andy took on the role of Chair of the BCS Health & Care Executive hoping to help develop the professionalization agenda for CIO and CCIO colleagues.

Andy is a keen advocate of the benefits an integrated care records can bring at the point of care, but moreover understands and actively promotes the secondary use of this data to support the improvement of services.

Andy is a member of the national CIO network and was elected to the CIO Advisory Panel in June 2016. He works closely with colleagues on the development of the informatics profession within health and social care. He is an experienced public speaker and routinely presents at national conferences on health and care information topics.

Dr Phil Koczan is the clinical director for health and care at The Professional Record Standards Body, and has been a practising GP in Chingford North East London for more than 20 years. He is a fellow of the Royal College of General Practitioners and a member of their Health Informatics Group, with a portfolio career in medical informatics. In addition to his clinical post and work with PRSB, he is the London digital clinical champion for the Patient on Line programme and involved in various interoperability projects across London. Phil's main focus is around bringing data together from different care settings to support the development of integrated care initiatives that will benefit patients.

Professor Martin Severs is the Medical Director and Caldicott Guardian for NHS Digital. As Medical Director he provides leadership to a large group of senior clinicians who work closely with teams across the breadth of NHS Digital's products and services. He leads on Clinical Governance including patient safety. As Caldicott Guardian, Professor Severs is central to ensuring that NHS Digital’s information governance structures and processes are of best practice and transparent, helping to build public confidence in the organisation's activities and actions.

Professor Severs was a consultant geriatrician for 30 years, a professor of health care for older people for 25 years at the University of Portsmouth and has extensive experience in general management at service, medical director, and non-executive Board roles in health and research.

Professor Severs has held numerous roles within NHS research, development and leadership, including leading on health information within the Royal College of Physicians and chairing the information advisory structure of the Academy of Medical Royal Colleges.

In Health Informatics, Martin has had a number of national and international roles, including, but not limited to designing and setting up, as well as chairing the Management Board of the International Health Terminology Standards Development Organisation, Chairman of the Information Standards Board and Clinical Lead for the Caldicott Information Governance Review: 'To share or not to share'.

Enriched summary care records (SCRs)

Many clinical commissioning groups (CCGs) in the south of England are using enriched SCRs so that other care organisations, including emergency departments, the ambulance service and NHS 111, can see detailed information about patients. This particularly benefits patients with complex long-term conditions or learning disabilities and people with mental health problems and saves time for GPs, who no longer need to create and update care plans or carry out duplicate data entry onto other systems or paper. 

  • Hear how NHS Digital is working with CCGs to implement the use of enriched SCRs.

Enriched summary care records (SCRs)

Many clinical commissioning groups (CCGs) in the south of England are using enriched SCRs so that other care organisations, including emergency departments, the ambulance service and NHS 111, can see detailed information about patients. This particularly benefits patients with complex long-term conditions or learning disabilities and people with mental health problems and saves time for GPs, who no longer need to create and update care plans or carry out duplicate data entry onto other systems or paper.

  • Hear how NHS Digital is working with CCGs to implement the use of enriched SCRs.
  • Learn about a toolkit for GPs that has been circulated by NHS England South, including suggestions for how practices can target particular groups of patients to gain consent.
  • See how other health care professionals are benefiting from the work taking place in primary care.
